Background

The Education Local Expertise Centre Uganda (ELECU) is a national NGO dedicated to empowering Uganda’s most marginalized communities by improving educational outcomes for young people. We work towards sustained poverty reduction by increasing access to quality basic education, skills development, and fostering partnerships with civil society organizations, the Government of Uganda, and the private sector. Our current areas of operation include: Isingiro, Kikuube, Kamwenge, Yumbe, Pakwach, and Madi Okollo districts. The Education Local Education Local Expertise Centre Uganda in partnership with Plan International Uganda with funding from Education Cannot Wait (ECW) is implementing the Gender Responsive Education and Child Protection in the Refugee and Host Communities Project in West Nile (GREP-WN) in 8 Primary Schools in Bidibidi refuge settlement and the host community.

The Project Officer shall be responsible for implementing the GREP WN project as summarized below;

Position Title: Program Officer, GREP WN Project

Reports To: Programs Manager

Duty Station: Bidibidi refugee settlement, Yumbe district

Terms: Fixed Term Contract (12 months)

Key Duties and Responsibilities

  • Strengthen Child Protection referral pathways and provide school-based actions to address issues of bullying, violence, Mental Health and Psychosocial Support
  • Improve Water, Sanitation and Hygiene (WASH) and Menstrual Hygiene Management (MHM) for girls implement school gender and protection action plans including dialogues/debates on protection, gender equality and safeguarding issues through the GEM clubs.
  • Address barriers to school enrolment to improve access to education especially for girls
  • Strengthen community level engagement through awareness sessions for teachers, School Management Committees (SMCs) and Parent Teacher Associations (PTA to support project sustainability and accountability.
  • Develop and implement weekly, monthly, quarterly and annual project work plans.
  • Prepare regular progress reports, impact stories, and lessons learned.
  • Build and maintain strong relationships with consortium partners, local organizations, government entities, to ensure smooth program delivery.
  • Participate in regular coordination meetings with all the actors at District and in the sub counties and parish levels

Qualifications

Knowledge and Experience

  • Minimum of Bachelor’s Degree in Education, Development Studies, Gender Studies or other related relevant field from recognized institutions of learning from a recognized institution is essential.
  • At least 3 – 4 years’ experience in a similar position implementing related projects
  • Excellent facilitation, communication skills and writing ability
  • Understanding of the local context, culture, and language(s)
  • Experience with implementing projects funded by institutional donors is an added advantage
